AMPL®
The AMPL Base Module includes a set of optimization solvers, and embedded library which reformulates the problem and calls a suitable solver. Some of the solvers were originally developed by the Applied Optimization and Modeling group (TOM). Since then they have been improved e.g. to handle sparse data and been further developed.
